Capo help

My game says I'm the Capo, but it won't let me get police protection, though the police keep busting me!

What do you mean that it won't let you get police protection? It's the third option down under the Don's page.

Capo if a city means you wouldn't have to pay the police in that city. You have to spend don points or use the consigliere to avoid getting busted.
