those poor people who start this game out in low populated areas. I mean that really sucks. How boring!! They don't even have the option to hop because they are so broke just starting out. It's kinda unfair actually. Anyone here start out in an area with NO population?

That's impossible, if the place or area had NO population. Then you wouldn't be there either.

There used to be more turf in the area. The locals capped out all the low level locals until they quit. Base income is lower than it used to be.
