Thought I was to small to be in such a big mobsters crosshairs. He's been capping me every day or two for a couple of weeks now. What the hell?

Here I'll offer you some help click on your profile then hit the setting button put in your password then click on the reset button hit yes and all your problems will disappear

Have you tried talking to him?
Probably won't help but it is a good place to start. Def don't whine though. Just see if there's anything that you could be doing to persuade him to lay off for a bit.
Doesn't sound like he's being too aggressive but that's subjective based on size, experience and game play style.
Just try and be social to both him and the community around you and I think you'll be surprised at how willing people are to accommodate your needs.
