When your busted by the cops, it seems you can do the mission again without using energy. Is this a bug?

Do yall remember a few years ago when the big 50k mobster Sammy26 discovered this exploit? He was devastated when Nick permanently banned him.

He didn't get banned for using it. He got banned for advertising it on general discussion.

Seems a little harsh to do a permanent ban. But, I can understand why since that's a pretty big glitch exploit.
