Meet the Rating Committee:
The rating committee was open to anyone interested. Luckily, there was some diversity in the participates, resulting in representation from a range of alliance and solo players. The following players comprised the rating committee:
Chucky Pancamo (Baic, Masshole), Dova (NWR), Fallacy (TTNews Group :-)) Saba (Masshole), Canine (former TWFC, Certusd crew, now solo??), Lawrence (CAPO), Yogi (Nomad)

The Scoring System
Each committee member was asked create a ranking list. Each list rated the alliances in order from first to last. An alliance receiving a first place vote was assigned a score of 10, second place was given a score of 9 ..... all the way down to last place, receiving a score of 1. Each of the committee member's lists were then tabulated and added together, resulting in an overall score for each of the alliances. This overall score was then divided by the number of times the alliance was voted for - thus creating an average score. It goes without saying, the average score determined the overall power rankings.
TTNews Power Ratings, Issue 1
The Top Three: Razor thin. That is how I would describe the scoring of the top three alliances. With just a score differential of 5% separating the difference between first place and third place, the voting was close. With that being said, here are Turf Wars Top Three Alliances :

Number 1. BAIC
What the Committee Said: Big Spenders, Top Mobs, Relentless, Tenacious, Tight Knit, Proud, Map Dominance, Intelligent Players.
What TTNews Said: The Bay Area Income Chain, founded in the Bay Area of Northern of California, has grown from a small alliance into the dominating force of the West Coast. With a strong international presence, BAIC is known for highly selective recruiting, resulting in a membership roster which includes some of the game's best players and most ferocious fighters. Close ties with NWR and WSS boasts BAIC's political influence, while map dominance in geographic regions provides a significant stream of protected income. The un-tagged alliance is dangerous, given that full membership details are unknown. Convincing wins during the Battle for Los Angeles, the war against the M@dhitmen and several victories over the UK alliances in recent years has ensured that nobody forgets that BAIC is the Real Deal.

Number 2. Turf Wars Stars
What the Committee Said: Extensive Fighting Experience, High Political Intel, Smart Fighters, Map Dominance and Coverage, Relentless Offensively.
What TTNews Said: The difference between first and second place was incredibly narrow, with the Stars earning high praise from the voting committee. The Stars are a fulltime fighting alliance, with the mob, brens, and experience to back them up. Solid map dominance through coverage (yes, I mean the fat guy) give the Stars significant income streams in a war of attrition. The Stars reputation, intelligence, and banter during battles have made them a top choice for fighters looking for a new group, which has allowed the Stars to gain high-quality fighters from former enemy groups. The Stars earn extra-points for high intelligence/counter intelligence, often knowing the details before "jumping in" to dangerous situations.

Number 3: CAPO
What the Committee Said: Sheer Numbers, Veteran Core, Good Leadership, Collaborative with other Groups, Good mix of Mob sizes.
What TTNews Said: The group known as "Collective Alliance Protecting Ourselves", or "CAPO", has grown from a small, mainly social focused group, into a Turf Wars Powerhouse. No alliance received more second place votes than CAPO, which missed tying the Stars for second place by just 1% using our scoring system. Despite some recent departures, CAPO continues to grow and expand by adding quality players to their membership. Capable of high organization and coordinated attacks, CAPO has been a big player on the international war scene for several years, with no signs of slowing down.

Rouding Out the Top 5: While the top 3 spots were closely contested, the scoring showed the committee was very decided on who filled out the 4th and 5th spots on the TTNews Power Ranking.
Number 4: The Massholes
What the Committee Said: Loads of Experience, Political Connections, Mob Size, Very Dangerous
What the TTNews Said: What the Massholes lack in membership roster size, they make up for in pure quality of members. The Massholes are an elite syndicate, who's members often include high ranking individuals from other alliances. The committee noted that their smaller scale membership roster prevented a higher placement, but no-one questioned the potential dangers in messing with the Massholes.

Number 5: NWR
What the Committee Said: Trail by fire fighting CMS and TWFC, Roster includes Top Fighters, Strong Political Connections, "Ranger Danger", Mob diversity
What the TTNews Said: Almost universally, the rating committee selected the North West Renegades as the 5th ranked alliance, rounding out our top 5 list. Through a series of mergers and heavy recruiting, NWR has grown from a small group into a top tier alliance, with no signs of slowing down. Large Mobs, Bren Counts, and Map Coverage, in addition to strong political ties with BAIC and WSS, make NWR a serious contender for higher placement.

Placement 6-10, and a note about the West Side Syndicate: Below is the remainder of the TTNews Power Rankings. It is important to note that the WSS was not included in our power rankings. The WSS is a quiet group, and as such, most committee members were unsure how to assign them a score. WSS would likely rank in 6th place, perhaps higher. However, given the lack of information and inability of our committee to score them, they have not been included in this version of the rankings.

Number 6: M@dfam
What the Committee Said: Strong Family-Like Relationships, Persistent through defeat, Capable of high communication and coordination, Strong Leadership.
Number 7: NGC
What the Committee Said: Lots of members, lots of map coverage, low fighting experience (as a group, perhaps not as individuals) Recent splits, turnover and turmoil prevents higher ranking.
Number 8: RIH
What the Committee Said: New group but same faces, Several solid members, has potential for growth, many enemies.
Number 9: Nomads
What the Committee Said: Small and new group, several experienced players, occasional victory.
Number 10: TWFC / Certusd Group
What the Committee Said: Great potential but many members have nothing left to prove and perhaps no longer play the game, marginalized individual members, consistently hunted by enemies, low map security.
