You equip loot that raises your influence. Bagmen, liquor license, mob boss, distribution center and smuggling tunnel are all turf upgrades

To equip loot go to your turf, add upgrades, and you will see options for bagmen, liquor license etc with two options - equip and unequip. Choose equip. If you ever want to take it down (especially before you tear a turf down!!!) choose unequip. If you do not unequip it before tearing down you lose the loot forever
