If you're gonna put out loot, you need to have the mob to hold it. Don't make Matt out to be the bad guy here.

'Bismarck' is the capital of North Dakota? Didn't know that ... Do know who Otto von Bismarck was, and the famous German battleship that the British sunk in WWII. Good movie as well ... But the name of a U.S. state capital?

... I don't think the chancellor wrote a cheque, I do think it was named Bismarck to attract German immigrants at the time.
