I've been having to use either 5dp or in game cash for police protection for the past several months now. Not really a huge deal, but I'm wondering if I'm the only one not getting consiglieris

I just pay per city because I have $1.5 billion. I also have only one territory. Butt still I have 30 something consigligeres.
