Is anyone else having this problem? (Yes i know I should have put this in the help forum but no one ever reads that) I try to make a purchase and said error comes up^ it's really
Making me angry here, is it just me or is everyone having issues? -
I used to get this all the time. Nothing I could do. TW told me it was apples problem, apple told me it was TW problem. I just bought points using the website instead.

Check the expiration date on the credit card you use for iTunes.

If you're using a credit card to back your iTunes account, check your credit card. If the card isn't processing transactions, it may not allow you to purchase anything (even if you have cash in iTunes through the iTunes gift cards).
If its your credit card, try changing your payment method for your iTunes account to none.

It means you need to contact iTunes support to complete this transaction
If you contact apple they won't have a clue, you need to contact iTunes support
This is a very common problem if you spend too much money on any in-app purchase
Nothing to do with turf wars. It's like a secuirty thing and after you contact iTunes support they make adjustments to your account and you can make in-app purchases again
