LOL. It is a Muslim man who has made the trip to Mecca. Or if you are a US soldier, marine, fly boy, or squid, it is a general term that is used when talking about Iraqis (and I assume Afghanis). Sometimes has derogatory connotations but can be used respectfully.

It's a slur used by soldiers.
