I want to know who placed the 5 explosive devices that didn't blow up. There are no pics of these guys walking around with multiple backpacks. They need him alive to find that shit out.

The Russians tipped off the FBI that the older brother had connections with radical groups during his six month stay in Dagestan... Not about the bombing. That was enough for him to get put on a watch list, but apparently not enough for them to do more than interrogate him.
