5. Local library. Check out a solid grammar book, none of the touristy stuff. Lots are available online as PDFs as well.
6. Local eateries. Find an immigrant style joint in your area, tell them you're learning the language and would love it if they only spoke to you in that language. Again, immersion.I'm kind of a mail order bride... English is my 2nd language lol. So I'd know ;) hope it helps. For other questions, PM me.

Read books in the language you want to learn and listen to the language being spoken. Dont worry about understanding just read and listen. Eventually it will stick and you will speak. Thats how someone who can speak 12 languages says to do it.

I learned alot from just listening to the countries music with english translation on youtube

Duolingo is a pretty good ap. I'm learning Spanish, and even though I can't really understand when someone is talking fast, I getting pretty good at reading news articles that are in Spanish.

A lot of the community colleges offer classes. I studied Japanese for 4 years

Go to country you want to learn language.
Commit a crime that results in a custodial sentence. (Try and aim for at least 6 months but not more than a year).
You will have the language beaten into you by your fellow convicts and guards.
Only downside is they will likely deport you so you can't go back....

I learned New-Greek from a set of 3 CD's called Speak Greek with confidence. Maybe they exist for other languages as well. About 20 dollars, brings you to the level A2 (European levels, there are six).

Another source would be the books used to teach 3-to-5 years old children how to read. Not much grammar, but they help build vocabulary.

Learn English. Then just say words with the accent of the country you like.

I just watched a video about pimsleur approach. Does it work well?2. Get Pimsleur method CDs for your chosen language and listen to these at the gym, in the car etc. will teach you how to think in the language.
3. Anki. It's a flash card software you can get for your PC and then load (again, free) sets of words.
4. Online radio. My favorite. Use TuneIn to channel into a country's radio station and leave the thing on for hours. You will be amazed by what immersion can do.
