So, Paul Ryan is doing an actual Fillibuster against Brennen being nominated from being CIA director. How long can he go?
What he is trying to address is this (in a nutshell):
Do American citizens have protections against drone strikes on US soil? On foreign soil? I agree in killing terrorists, but do US citizens abroad still have constitutional protections and due process? -
Senator Rand Paul is the potential filibusterer, not Representative Paul Ryan.

It's great what he's doing. One of the few politicians that actually believes in protecting our liberties and fixing the economic mess we are in.
But yes, Rand Paul, not Paul Ryan.

True, but this was an attempt by one man to filibuster. Most of the time it's just a vote to not end debate and then they shelve it. He couldn't get the votes, so he decided to try to do a real filibuster.

We shouldn't be assissinating anyone within the us, terrorist or not. If someone is suspected of being a terrorist then it makes way more sense to arrest or otherwise capture them. That's the best way to get information.
The only exception is under a direct threat. If someone has an rpg pointed at a building, shoot them!
