  yeah...that's what i'm saying...but people are trying to do the crack bank safe mission to get the union boss because that's where one guy got it

  Probably all of them have it. Must be set at sumat silly like 5% chance. I guess would make sense making it hard to get + ppl buy points to keep refilling. Keeps balance in-game and makes nick rich.

  I was thinking more along the lines of .1% or smaller. 5% would only be a 1 in 20 chance.
