Capo confused

According to 2 of my turfs I pay police protection to the capo of Pennsylvania. I have 60+ turfs and they have 13. Am I missing something?

You're missing a lot.
You don't pay police protection to Capos. You pay it to cops and uou pay it anywhere you are not capo.
If you're turfs are paying protection to another player, it has nothing to do qith capo status, or overall influence, or turf count. It's based on the turf's influence. Lower inf, pays higher inf, regardless of anyone's capo status.
84 inf pays no protection to other players, but still pays police protection if you are not capo.

The other thing, there are no State Capos. There places on the map where no city info is registered to the geocoder. In these instances, it just lists the state, and the game treats it as if it were a city. So whoever has the most inf in the spots with city listed, will get the state Capo, regardless of any other players' influence in the state, State capos mean nothing really. Just another capo. No better than any other capo, except it looks good on paper.

for example; I am the capo of Georgia. I capped a turf in SW Athens to get that title.

Thank you for the input. I didn't think there were state capos but there it was hence the confusion. I'm still not sure why I'm paying the cops on 2 turf when there's no other turfs around them.

Paying the cops is based on one thing and one thing only.
Capo status.
If you are not capo, you pay. Nothing else is a factor.
Go to the mission screen, and you can pay off the cops. You have to do this weekly, but it is well worth it.

Maybe your confusing the two types of protection?
Cops and player protection.
Player protection is what you pay to another player when they build a higher inf turf on top of your lower inf turf.
