-Preemptive Military actions
-the Spread of Democracy
-Capitalism
-Right to Privacy
there is no right or wrong order. depending on how you look at it i suppose. -
Race should be non-existent and I hate capitalism.

-Preemptive Military ActionsThese are all abstractions so it's really hard for me to rank them vaguely and absolutely. Circumstances could drastically change my order. But I'll try to explain. Liberty is freedom and it's how man should live. Justice is fairness and responsibility and keeps liberty in check. Security is necessary for the preservation of Liberty and Justice. These three also lead to the other seven, which is why things like racial tolerance are ranked much lower (if people are free, justice is assured, and people are safe, they should become more tolerant). Capitalism works well with liberty and justice but it's also an imperfect system that needs to spread to survive - similar to cancer. The rest are second tier values to me.

CapitalismCapitalism screws over the poor people and let the top soak up their own wealth. Justice & equality is a priority (in my opinion) for a society to thrive because it also makes the idea of working together & teamwork easier to comprehend and follow.
