New weapons

Y is it that every time level up it says that new weapons are available but I can never see or buy them?

Certain weapons are attainable as you level up some of which are loot weapons that you cannot buy and must do a loot mission to get such as CBS or Crack A Bank Safe
Ps put the rest of your skill points into stamina
