Can somebody please elaborate what this program does? My friend's younger brother is in the program, and she said that he'll be an officer with it, and already has his first rank. By my understanding, you have to have a minimum bachelors degree to qualify as an officer, and get through OTS?

The Civil Air Patrol, is the official US Air Force Auxillary.
There are two sides to CAP: Seniors (over 18) and Cadets.
The uniform and rank insignia is the same as the Air Force, as are the grooming standards, but officers in CAP hold no military standing in the Air Force. They are civilians, that volunteer to serve.
The purpose of the Civil Air Patrol is performing search and rescue missions for downed aviators, counter drug operations, reconnaissance of disaster areas, etc. using the fleet of aircraft owned by CAP and funded thru the USAF.

Groucho got it. I looked into flying with them about a year ago. They do a lot of good stuff, mainly search and rescue and providing communications relay for low flying aircraft, mostly doing recon work.
The funding and uniforms is about the only connection to the airforce that I'm aware of. It may look good for someone going into the military bit it does not make someone an officer that I'm aware of.
To be an officer one must have a 4 year degree, cap does not give that so it's not enough.

I was in CAP for several years. Its a great program with lots to offer if you put the time and energy into it. As for helping with rank in the actual USAF, it doesn't hurt to have CAP on your app for trying to get into OTS. For enlisted, if you achieve a certain rank in CAP, you can be an E-3 upon grad from basic instead of E-1 Also helps with transition to military life....
