It is quiet simple, If no brackets nor parenthesis are present, seperate it at the "+" and "-" sign, solve in between then add/subtract and there's your answer c). 41

What exactly is precedence? Why is it?
It's arbitrary. It's a set of implied rules designed to remove ambiguity from ambiguous statements.
Precedence is spelled out for calculators and programming languages precisely because it is not fixed, nor universal.
If you have a special agreement between you and your "math" teacher, that's great. But don't expect it to be binding for the rest of the world.
Learn to communicate without so much ambiguity and we wouldn't have this problem.
If you have one liter of salt, and consume 12 servings, how much salt do you have left?
A) I can't answer this because the definition of "serving" is unknown.
B) I can't answer this because I do not know the temperature, altitude, or packed density of the salt. "Servings" are usually by weight, not by volume.
