  You can get a union boss through missions (3) or buying a random package from the Don.

  Could do with % on the loot missions I have used over 300 energy trying to get loot and still nothing

  Totally agree. The % on loot drops needs reviewing. Harder missions should drop better loot too.

  Crack a bank safe, take out rival, & burglary. It tells you under the missions that have a chance of dropping - in blue writing at the bottom.
