Attack restrictions?

Kinda new and I was just wondering if there was a limit for higher levels attacking lower levels (level, influence, mob members etc) or can a level 70 person with 1800 mob and 15,000 influence attack a level 21 with 18 mob and 20 influence? Or is the don stepping in the only help newbies get? (and from what I hear it's only for people lvl 1-20). And I'm strictly talking about attacking the person, not turf. Thanks

Thanks, I'm mobbing up as much as I can physically take, thumbs are cramping up and eyes are twitching 3 days and 700+ mob members later.
