Why is it that when I attack someone a couple of levels below me the don steps in? Whereas if someone 20 levels above me attacks me the don doesn't step in?

Influence, maybe?

When I was over 4000 inf, I attacked someone 30 levels lower than me because they had a "state" turf. The Don stepped in.

I knocked my inf down to below 500 and had no problems.
