It's actually inconclusive. You can do it at any time of the year. I had to do it as an assignment for school. It was just before Christmas break, so well after the equinox...I got it standing just fine. I also did it this past summer too...sort of a time passer 😁

And yes, this is true. I learned it in an astronomy class I took...a professor who has his masters in astronomy working on his doctorates was telling my class Intresting facts about the universe, and this was one of them
