I don't think it would have anything to do with the fact that this is a war game that revolves on capping turf. So it is weird that he did that. Report him to support!

Here's the advice I got, try to reason with him. Going to war against him will not solve anything. Rebuild and mob up.

They automatically delete all of the other player's turf and give you 100 turf limit.
