Low level inactives

Is there no way to take their turf? There's three turfs by me that are from a level 7 whose been level 7 for two weeks, but the don always helps so basically their permanent?

Yeah. Inactives are normal. They are helpful though for n00bs trying to cap, income in the area (increases as more turfs from different people are built), and protection money.
