Why do people buy both of each gone eg Tommy and sniper when you can only use one gun and one armor

You use the best weapon for a situation, sniper to defend, tommy to attack

Bc the weapon u use switches depending on whether ur attacking or defending. So if u attack, u get the tommy stats, and if u defend, u get the sniper stats
