At first I thought you were referring to superpowers as in superpowers such as the USA and former Soviet Union... Seen a few shows on how like in 1983 the Soviet Union was literally a button's press away from nuclear war with 759 mobile nuclear units on the ground, manual missile launch nuclear missiles from hidden location, huge amounts of troops, tanks, planes and ships deployed in preparation of invasion if needed and the reason for it all for a secret seven day game they thought was a decoy for a real nuclear war preparation. And the whole time the USA was oblivious to this...

But maybe invisibility.
