Im lvl 24 and it only lets me get a new turf every other level. How do some people have over 1k at lvl 45? Do you buy them from the don? If you capture a turf does it not count as one of your regular allowed? Or are you allowed to create more the higher level you are?

Your limit raises every couple of levels, yes people with over 1k turfs most likely have bought some with don points, and yes captured turf does count toward your limit
