I'm the capo of plymouth but no one here is big enough to challenge me and I can't take their turf because the don helps them, should I reset and hope they're better when I build up?

Move from Plymouth, it's a shit hole! (joke) ;-) if I was u I'd set some turf up elsewhere and gain a few more capos, ur not far from a few other towns.
