You can cap people from any level. You should've posted this in the help forum.

So you know how much time went into the Frequently asked questions thread?

Or how much time and research went into the HO TO USE THE CAPTURE CHECKLIST?

Many players check that forum and answer questions daily.

If you don't get ab answer, it's likely that the question was asked AND ANSWERED dozens of times already.

You know who doesn't check the forums? People with questions. You'd be hard pressed to ask a question in there that hasn't been answered on the first three pages.
