I have been target of this vendetta since they became part of the game. I have also noticed others who are targeted by it as well. Obviously it isn't active so why has it been listed for so long?

It should, but it doesn't. Also, if you are a member of a V, and
It expires, you will not be able to be invited to another V by anyone until you leave or it is disbanded.
