That's a pretty baseless assessment. If you know Arabic, you can make tons of money, and not just in government work (the military has language availability pay you get as a bonus just for knowing a critical language like Arabic), but also in business. Just so happens most of the world's oil comes from Arab countries, don't ya know?
Chinese is also considered a critical language.

thank you squelch, I'm sure don doesn't look at it that way but it's true.
I would like to note, that yes if you do move to another country to live you must learn the language to live and work. I'm sure that guy was probably nervous...
