Restart?

Im sick of waking up everyday to find someone has taken 3 or 4 turf, now for me thats alot and it takes me a good 8 hours just to make enough money to rebuild one turf! Every player around me can take my turf and i cant do nothing about it, basicly im getting bullyd out the game by a player that just wont stop, there is no need in him doing so, i havent done anything to provok him, so just wondering should i restart?
