Safe Zone question

So has it been decided on who determines the safe zones?

Is it the capo?

I just want to know whose door to knock on.

Safe zones are typically enforced by the person who sets it up. Take out that person and voilà no more safe zone, simple cut off the snakes head tactics.

Gee, why didn't I think of that Benny. Don't ya think there's enough tension here w/o adding to it?
IMO, Capo calls the shots. If Capo tells me it's a safe zone, it's a safe zone.

I just want a clearer picture.

I meant as far as disabling a safe zone is concerned, not advocating the action.

I understand that. I'm just saying...

If a capo tells me there is no safe zone, and I cap someone, I don't want to hear any shit about how I capped in a safe zone. Capos may not always know what's going on in their cities.

If "fair game play" dictates I inquire first, I'm talking to the capo and that's it. I'm not going to go down a list of players looking for something that doesn't exist.

I would say the capo should have the say as in where to place a safe zone in their area. They're the one with the most influence there. There should be no reason why someone outside that area makes the call. Just my opinion.

I'm not so concerned with who sets it up. Perhaps someone comes to the capo and asks to set up a safe zone?

The Capo may say sure, go ahead and offer to support, or the may not like safe zones but allow it to be set up anyway, but leave it to the SZ members to defend.

A capo is only the one with highest influence. He may not always be the strongest. See what I mean?

He/she may not be the strongest and if that's the case perhaps it is out of respect that he/she is still the capo and thus should still be the one that has a say in the matter of wether safe zones get setup in their city.

If the capo let's one be setup it's up to everyone that partakes in it to defend it as a safe zone.

But if they're bullied?

Some big players come in and say "like it or not, we're setting up a safe zone. But don't worry-we'll let you keep capo".

Well, they would still be the one to ask for info even if they were just a figurehead, right? Maybe in exchange for the title they have some responsibilities.

I would never set up a safe zone in any of my cities. I don't specify any rules. Then I can be completely arbitrary in my punishments. 👍🔥👎

True but that's when the capo can seek out friends to not allow the safe zone creation if it's that big of a deal. If someone teed to setup a safe zone in one of my areas despite me saying otherwise war would be had.
