If a certain player has laid turf somewhere but every turf has a very high influence is it wrong to cap them out of the city? He hasn't caused shit but jus has a lot of loot which I'm able to cap. What do you all think?

If you take less than 50% then you have left plenty for him to maintain his income with...and you show him decency....
