My partner lost his phone can he sign into turf wars on my phone somehow, and if he gets a new phone can he retrieve his old account

Yeah. Just redownload the app and sign in with your account info..

I dont think he can sign in on your phone unless you delete the app but i know for sure that on a new phone he can because i have done it.

That won't make me loose mine altogether will I will still be able to then re download it and go back to mine 1 other thing do I need a username

You will have to delete the app and redownload it every time he wants to sign on so as long as you can remember your account name and password you should be all right
