Capping and tearing down inactive turf can make planting cheaper and make room for new players to get established where they live.

I usually protect inactives and have never capped one. They help boost my income and help the entire economy of the city. I hope all agree with me on this and will save the inactives!

I can get not capping a 100 inf turf in a rural area because it will lower the overall income but in populated areas. It's mine
