I'm going on a cruise this summer on the boat they have wifi I'm wondering can u plant turf on the boat and out at sea

no it has to be near roads or highways

No. You have to be near a road. If you go ashore you can plant turf.

Nope, better hope they go close to land at points. Pretty sure you can but the devs get upset. Right everyone I don't remember for sure?

Just find wifi at wherever your excursions are. When I went on mine, before I reset, I planted turfs at every airport and island that I found wifi on. Got capped out of Key West, unfortunately...
