Minimum of around four million times your turf limit is what I've always heard. This gives you enough to rebuild I you get wiped out, not counting the cost to plant the turf so save a little extra, depending on where you'll be planting turf.

n+1, with n being your current ammount.

Putting a billion in the bank would cost you 150 million due to the bank fees. How many attacks would you have to lose to lose that much money? It's not worth it.
