No they do not fill up. Sperm when not used is absorbed back into the body. The pain you might be describing" blue balls" is the blood that has temporarily swell up in your testis and pelvis area.

Notice its only the kids who're condemning premarital sex. This is why i feel abstinence should not be taught as a viable option in the education system.
