Vlad the impaler, if someone did something against him, or did something he didn't want them to do, he would take the persons child, kill the child, cook it, and make the parents eat the cooked child with vlad. That's just wicked, cruel, ruthless, and evil.

He ruled longer than his murdered royal family in an almost impossible political environment.
He was smart, not insane.

What bothers me is the people who support these lunatics. One can argue that the despot is insane, and that is the reason he carried out these atrocities, but he couldn't do it alone - each one of them had a huge support group who aided and abetted them, and if the leader was insane, what is their reason for supporting these atrocities?

First, your economy crashes. You just got decimated in WWI, and you have millions of handicapped people and mentally sick people that consume scarce resources but don't contribute to society. It would really be best if we could mercifully help these people end their lives with dignity.
Then, to prevent this plague of handicapped, helpless children, you should use selective out-breeding by sterilizing undesirables. These are criminals, deformed people, sick people, other races that have genetic issues.. Change marriage laws to prevent these things from spreading.
All of this sounds great in the US, and the Germans, too.
The Germans beat us to the punch with these methods. Slowly, these methods turn to pure racism, mixed with socially acceptable sterilization and euthanasia....
A touch of powerful propaganda, and everyone thinks it's all for the best.
Millions of Germans were not evil. They just had a different point of view, and things got a bit out of hand.
