It means that you would have to have 279 influence to cap his turf. An example-
If you have 10,000 influence, you can only cap someone that has greater than 1,000 influence.

I'm assuming you would need less influence.
You ought to leave him alone though, at 28 inf he's either inactive or brand new. Both bad ideas to cap

I just built a turf or on him, I do? the gate and I walk away from him?
