Why don't we quit focusing on how this idea is "noobish" or "stupid" or whatever, and just kinda ignore those facts... I think it's fun if for nothing else, just to discuss what building a TW government would detail. I mean it seems more interesting than talking about if we TW and shit at the same time, or top 5 video games... Don't think of it as possible. Let's just talk about it as if it could be and see what we build.

So here's what I've been constructing in my mind from a viewpoint of slight possibility of implication.
-First off, drop the enforcers.
-Focus on developing a group whom players bring important issues to for their consideration, as well as make the issue brought up within a public forum.
-The issues, and situations discussed, as well as the general conclusions regarding them by the group/counsel will be available for all to see so that the community as a whole will have a chance to form their own conclusions in a court of public opinion.
-The counsel's thoughts and opinions of the topics, are there just as a consideration for the community as a whole to reflect on, since those views are made by those players voted into their positions as being the most thoughtful, experienced and just, by the community as a whole. -

The main issues turning people off these ideas are
1. They will somehow end up being judged and punished somehow by someone they feel aren't worthy of judging them in the first place.
And
2. Your proposed structure is including negative and weak aspects as well as lacking something actually helpful or worthwhile to make TW better. This whole idea seems to just be a way for people to gain titles and clout somehow... Even if that wasn't your intention. I don't think anyone would possibly give anyone, including myself, the power to place any actual judgment which would lead to enforcement of that decision. There is just no way that will work. -
To fix those obvious issues we need to keep the power to a minimum, the issues non bias and fair, conduct civil, and the players meeting the criteria of someone who has their words carry weight and respect from the majority.
I believe mob size, and alligences/rivalries should have no place in this counsel. What should matter is the amount of time played, and who has proven their mastery of the social, strategic, and impacting contributions aspects of the game. Not how popular someone is alone.

The size of the counsel is determined by the need and could change depending on the community's need, and or it's population changes, or it's consentious.

GreenMan seems to be coming up with something that makes more sense. Having a judge & jury on the same case doesn't make any sense for TW.
You would need lawyers that knew what they were doing. They should be the ones gathering & submitting proof, otherwise the judge(s) would have to do all the investigating themselves.
It's an interesting concept, although I'm not sure how it differs that much from what already occurs in the V forum (other than having official titles).
I don't think you guys realize how much work it would be either. It makes me think of how much work The League was.
