Stateless capo?

I have found a capo that isnt listed as being part of the state its in. Has anyone else gotten this?

There is a miami that is in Florida but not listed in florida

No but I have one where it's in three little spots all spread out and all at least 5 blocks from where the real place is. Maybe more idk all I do know is I have capo of 2 of these spots (after a little war)and I'm eventually gonna cap the other dude!(who was never Capo)

Top mobsters, when you get to state selection pick the second one from the bottom --no state-- and all of those cities do not have states

Travel along any state line and you'll find geocoder anomalies.

If you're on a capo hunt those are good hunting grounds.

I have been able to get the same capo 3 or more times because of this (I have Havana twice because it is on a state line)
