You can write them a private message and ask them to chillax. As a common courtesy most player don't capture weaker ayers turf, but there is nothing wrong with just attacking the person.

If they refuse to stop capping or attacking when u asked nicely, ur going to have to put some time in punching codes an posting ur add code on forums (make ur code smaller and eye catching for maximum bumps). U can also ask a higher level player (Capo of your area is a good bet) to warn them and have them beat the crap outa them if they don't chill.
