Yeah my girl is from Hawaii originally, both her parents are based at pearl.. I gave up mobbing up months ago though

I'm pretty sure #2 isn't possible. You only gain protection from another turf if your turf radius crosses over the middle of the other turf. The only thing that changes with the lower player's turf's influence is how much money you make.
Maybe you meant to say, any level 35 player who's turf is not yet 84, who is in close enough proximity to another turf that is not yet 84, and if the level 35 player upgraded their turf, that they would then be getting protection money from another player?

Or did I miss something?
