Theyre a secondary code given to players who just signed up. It's then given to code sites so the new people can mob up faster and be more prepared. It's given to you the first week you play and after that it expires and is no good. There's a thread about it in the help & strategy section

Why you should punch temp codes, as well as, regular (& custom) codes

You will get more duplicate codes if you punch temps and regulars, BUT...
Not every player gets their temp code released; only a certain number of new players are randomly selected.
Of those players, not everyone will necessarily stick with the game, and their regular code may never be published; so skip temp codes, and you miss mobsters.
As for the new players that don't get their temp codes released, if you skip punching regular codes, you will not invite them to your mob. Therefore, you miss mobsters.
So, punching temps and regs = some double punching, but choosing one over the other = lost mob.
