I've gotten the influence down to 0 and still cant cap it? Why?

Did you look at the checklist to see if you've fulfilled all of the requirements? If any of them are missing a check mark, you're out of luck, old bean! And you've made an enemy. 😄

Look at the widdle bitty list down at the bottom there. Do the 5 thingies have a green check mark? If not therein may lie the problem.

Ok sorry for being a smartass. More than likely he has a greater defense than you do attack. Even if you outmob someone, if their defense is higher, you still won't get the cap. Try using armor piercing rounds if you have any.
