How do I report a user who is bullying me by taking my turf all the time?

Um you don't. Mob up, even out your weapons and bank your cash. If the player is huge and you'll never catch up just ask him why he's capping you. Or you can create a vendetta. Or ask a larger player to get that bully to stop. Ether way capping is part of the game. It sucks for the loser but once your strong you can enjoy the fact you can Capp in this game
