Do missions and loot them,
If you go to the loot list you will see that they are rare. If other people can get them then it isnt impossible.

When is the time right? I feel that all an Omertà does is tempt people to attack your turf. Its like locking a kid in a room with a bag that says "candy" on the front and telling them not to touch it.

I found a omertà. And attacked it it told me who it was but didn't change on the map
